In order to call an ingredient "certified organic," it is audited by an accredited third party (typically an organization such as the USDA or Cosmos Organic) to ensure compliance with a rigorous set of standards.

USDA NOP states that GMO are defined as “a variety of methods used to genetically modify organisms or influence their growth and development by means that are not possible under natural conditions of processes and are not considered compatible with organic production. Such methods include cell fusion, microencapsulation and macro encapsulation, and recombinant DNA technology (including gene deletion, gene doubling, introducing a foreign gene, and changing the positions of genes when achieved by recombinant DNA technology). Such methods do not include the use of traditional breeding, conjugation, fermentation, hybridization, in vitro fertilization, or tissue culture.”

Water does not count for or against the calculations in the USDA NOP rules. There are many ingredients in Purifying Tonic, including essential oil/ aroma and the Intellimune® seed flour powders. In order to use the USDA seal, Intelligent Nutrients® must show that 95% of the ingredients (not including water) are certified organic.

• The USDA organic standard is an agriculture food standard and was created for food chemistry, not cosmetic chemistry. Cosmos Organic and Cosmos Natural and Soil Association Organic standards are cosmetic standards that provides rules surrounding cosmetic natural and organic chemistry. They have different definitions and allow different ingredients. Therefore the seal on the product depend upon the ingredients needed for each formula.
• USDA does not allow for Plant Stem Cells and Algae as they are not from soil and the USDA standard is an agriculture (soil/food) standard. These same actives but are used in cosmetics (COSMOS) and thus requires the appropriate corresponding seal.
• Different manufacturers and ingredients are certified to different certified organic and natural standards and two are required to use the seal that supports the ingredients being used.

Ensures an ingredient or product possesses particular, stringent qualifications and meets defined requirements and standards. Thus an entire product can be "certified organic" if all criteria is met and/or an individual raw material can be "certified organic."
"Certified" matters because of the lack of transparency in the personal care industry. With certification, you can read the qualifications the company's products must meet to obtain that standard. You can also find out who verified that the standard was followed, thereby achieving complete transparency about the ingredient(s).
